| Charles Wheeler, CEO Dr. Kay Wheeler, Administrator Charles and Kay have 35 years of foster care and adoption experience. They have adopted six children and fostered over 150. Charles has owned several businesses and pastors Gathering Waters Church. Kay has a Master's degree in Early and Middle Childhood Education and a Doctorate in Biblical theology and Christian counseling. She retired from 29 years of classroom teaching. |
| Sue Hagaman, Assistant Administrator & Independent Living Coordinator Sue is a former HR manager and came to Oasis in 2001. She lives in Albany. Sue also teaches the monthly Independent Living training for youth ages 16 and over. |
| Shawn Stover, Licensed Social Worker Shawn is a licensed social worker who is employed by Ohio Job and Family Services in Athens, OH. |
| Mark Henry, Intake Supervisor Mark began his career as a case manager- intake supervisor with Oasis in 2000. He and his wife, Pam are former foster parents. |
| Carl Wheeler, Independent Living Work Program Coordinator Carl and his wife Cathy are former foster parents who live in the Albany area with their two children. |
| Json Henry, Case Manager Json joined the Oasis staff in 2006. Json, his wife Kathaleen, and two children are transplants from the state of Tennessee. Json is the case manager for Scioto County and assists the pre-independent and independent living classes. |
| Penny Walls, Office Administrator Penny joined Oasis in 2003. She lives with her husband Will in the McArthur area. |
| Billie Imboden, Case Manager Billie is our case manager for Washington, Athens, and Vinton counties. She resides in the Rutland area. She has previous experience with Worthington Centers in Belpre. She joined the Oasis staff in 2007. |
